Utility Customer Data & Compliance Platform (KYC Project)

Summary

Led the development and rollout of a large-scale KYC platform for a major Nigerian electrical utility, integrating data validation, compliance checks, and process automation to onboard and verify over 950,000 customer records.

Actions/Responsibilities:

Project Lead
(Cross-functional internal team including Customer Support, Energy Sales Representatives, Billing Teams, and IT.)

Goal:

It required a comprehensive KYC solution to validate and centralize records for millions of customers (many in informal settlements or low-income segments) while managing fragmented legacy data, low digital literacy, NDPR compliance obligations, cybersecurity risks, aging billing infrastructure, and high field operation costs.

The objective was to establish a verified, reliable customer database as the foundation for improved billing accuracy, loss reduction, and digital service delivery.

Scope:

End-to-end design and rollout of a KYC platform covering customer data collection, identity verification, compliance validation, system integration (billing, metering), and multi-channel customer engagement (mobile app, USSD, field agents, offices).

Strategy/Approach:

Adopted a hybrid, customer-centric, and integrated model combining digital self-service channels (mobile app, USSD, web portal) with physical touchpoints (field agents, walk-in offices) to maximize reach across diverse customer segments.

The platform was architected for security, scalability, and interoperability with government identity systems (e.g., NIN), with full compliance with NDPR and NERC guidelines.

Upfront data cleansing and migration were prioritized to address legacy data fragmentation.

Change management, continuous customer communication, and incentive-based participation strategies were embedded throughout. KYC was treated as an ongoing process (not a one-time exercise) with built-in monitoring for data completeness, accuracy, and business impact including ATC&C loss reduction.

Results/Outcomes:

Successfully processed and validated records for over 950,000 customers with zero compliance issues.
Streamlined customer onboarding and risk management processes, supporting large-scale operational improvements.
Established a verified data foundation enabling electronic billing rollout and broader digital customer engagement initiatives.

Lessons Learned:

  • Prioritize data cleansing and migration early — fragmented legacy data is one of the most significant risks to platform success.

  • Use a combination of field verification and digital tools to achieve the accuracy required at scale.

  • Invest in multi-channel awareness campaigns; incentives (e.g., faster metering, billing discounts) meaningfully improve customer participation rates.

  • Design for seamless data flow from day one to unlock downstream benefits such as accurate billing and loss reduction.

  • Engage regulators early in the process to avoid costly rework; KYC supports broader compliance goals including tax obligations.

  • Start with a pilot, measure outcomes rigorously, then scale — track completion rates, error reduction rates, and customer satisfaction.
